LGUs can assistance to different groups in need especially the ones at service of others.

Through the years, Cabadbaran City has been largely dependent on pedaled tricycle until it evolved into its motorized or even more improved look at present. With this being one of the major livelihood activities of those in the informal sector, it is also one of those greatly and massively affected by the pandemic especially at that time when Enhanced Community Quarantine (ECQ) was declared and that no tricycle was allowed to ply around the city to reduce people’s mobility in going out to the streets and public places. Per available record of the city’s Business and Permits Licensing Office around 1,600 tricycles have acquired franchise with the city government and this is only on those public use tricycles that are allowed to ply around the city’s main thoroughfares and territory.
