Panglima Estino, a fifth-class municipality in Sulu, has embarked and invested in development despite economic constraints and high unemployment. The local government is focusing on local development through programs and social services, intending to establish the municipality as a top destination for tourism through the Panglima Estino Tourism (PET) Program. The PET Program aims to ensure success and sustainability in tourism initiatives by incorporating four interlocking elements. To achieve such tourism potential, Panglima Estino recognizes the required government resources, investments, and public-private partnerships needed for skilled workforce development, development of environmental protection guidelines, effective marketing, and improving the municipality's security landscape.
