Bayanihan Grant

LGUs can use the grant to create projects and preventive measures against COVID-19.

Cities and municipalities shall receive a grant that that is equivalent to their one-month FY2020 Internal Revenue Allotment (IRA) share.

The Special Allotment Release Order (SARO) and Notice of Cash Allotment (NCA) shall be released by the Department of Budget and Management to the Bureau of Treasury (BTr), and Authorized Government Serving Banks (AGSBs).

It provides a list of allowance.

It reiterates that the use of the Bayanihan Grant shall be subjected to the usual local budgeting process.

It indicates that a special account under general fund (SAGF) for the Bayanihan Grant shall be created for easy monitoring/ tracking. The special account shall be created through an ordinance by the local sanggunian or through inclusion in the pertinent appropriation ordinance authorizing a supplemental budget covering the Bayanihan Grant.

It states that the fund shall be utilized only during the duration of the State of Calamity as proclaimed by the President.

It states that unused funds after the lifting the State of Calamity, by Presidential Proclamation, shall revert  to the National Treasury by the recipient cities and municipalities. Non-utilized funds refers to the balances of the amount received from the Bayanihan Grant, which were not disbursed accordingly.

It emphasizes that the disbursement and utilization of the Bayanihan Grant shall strictly be subjected to the pertinent provisions of the Government Procurement Reform Act and its revised implementing rules and regulations.

It states that beneficiary cities and municipalities shall:
- Comply with the posting requirements prescribed under the RA No. 9184 and its 2016 Revised IRR
- Prepare a monthly report on fund utilization and status of the implementation of PPAs
- Post the accumulated reports on the LGU website and in at least three conspicuous public places at the end of every month, and
- Send a written notice by the Local Chief Executives
- It shows a breakdown of allocation per city and municipality.

DILG calls on governors to use the Bayanihan Grant to implement the National Action Plan Against COVID-19.
