Multi-sectoral partnerships for local mental health programs

LGUs can replicate the multi-sectoral approach of the Province of Bohol in improving and protecting the mental health of the youth, especially during the COVID-19 pandemic.

The Laum Bohol Program (LBP) seeks to support and empower the Boholano youth by providing “accessible, sustainable, and integrative multi-sectoral intervention” in addressing the impacts of the mental health crisis at present.

The Provincial Government of Bohol institutionalized this holistic well-being program through Executive Order No. 50, s. 2020. It was also launched in October 2020, which coincided with the commemoration of the 2013 earthquake tragedy in the province. To respond to the needs of its stakeholders, LBP has five components:

  1. Amoma (to care and nurture) - mental health services
  2. Abiba (to encourage and support) - mental health awareness and education
  3. Dayag (to express and bring out) - culture and the arts
  4. Bansay (to train and harness) - livelihood and employment
  5. Duwa (to play and explore) - physical health and sports

Alongside the Provincial Youth Development Council and the Provincial Health Office, the Provincial Government of Bohol collaborates with civil society organizations and the private sector in its projects and activities. From October 2020 until May 2021, the LBP has served 3,464 individuals/beneficiaries with its 63 activities.

Last March 2022, the Department of Health recognized the Laum Bohol Program in the first Healthy Pilipinas Awards for Health Communities as a model healthcare programs of LGUs for Priority Area 5: Mental Health.
